At this point, modern torque sensors can either find the point where the impellers and rotor are spinning at about the same speed or find the stabilizing torque output. 

After that, the modern sensor locks the torque converter in place with a proper gear. Now, the whole plate is pushed together to make a mechanical link, which works faster than a human driver could change gears by hand.

It gets closer to 1 when the automatic car is more recent. The computer system in current automatic cars tells the torque converter to lock up as soon as the torque sensor senses that it needs to shift gears. This makes more sense.
